Add a second bathroom or a kitchenette for a suite and you climb past $85,000. The point is that the finishes are not what make or break the budget, the mechanical and structural lines are.
Toronto and the GTA vs the rest of Ontario
Location matters more than most homeowners assume. GTA projects generally run 15 to 20 percent higher than the provincial average, driven by higher labour rates and steeper municipal permit fees. For an 800 sq ft mid-range basement, expect roughly $45,000 to $85,000 in the GTA versus $35,000 to $65,000 in smaller Ontario markets like London, Kingston, or Sudbury. Toronto, Ottawa, and Hamilton quotes almost always sit at the top of any published range.
The costs most quotes leave out
This is where our estimating work pays off for you. These are the lines that get missed, underquoted, or “discovered” halfway through the job, turning a tidy budget into an overrun.
- Waterproofing comes first, not last. There is no point finishing a basement that takes on water. If there is any history of moisture, budget for it up front. This is why we tell clients to sort out waterproofing before a single stud goes up.
- Egress windows for bedrooms. Any basement bedroom needs a compliant escape window, a clear opening of at least 0.35 square metres with no dimension under 380 mm. Cutting into a foundation wall for one is a real cost line, not an afterthought.
- The ESA electrical inspection. Electrical work needs an Electrical Safety Authority inspection in Ontario. It is required, and it belongs in the quote.
- Permits are not optional. Any work touching structure, plumbing, electrical, HVAC, fire separation, or adding a bedroom requires a building permit under the Ontario Building Code.

When a quote lands in your inbox, do not look at the bottom line first. Look for what is missing. A quote that is suspiciously low is almost always a quote with holes in it. Run down this checklist:
- Is waterproofing addressed, or assumed away?
- Are permit and drawings included, or marked “by owner”?
- Does the bathroom line account for cutting the slab, or just fixtures?
- Is the ESA inspection listed under electrical?
- Is there a contingency (good estimates carry 10 to 15 percent)?
- Are egress windows priced if there is a bedroom?
If two contractors are $20,000 apart, the difference is usually not one being “expensive.” It is one of them leaving three of these lines out. A proper takeoff makes the comparison apples-to-apples, which is the whole reason detailed construction estimating exists.
Ways to cut the cost to finish a basement in Ontario
- Skip or delay the bathroom. It is the biggest single line. A rec room and bedroom without a bathroom can cut $20,000 off the budget.
- Keep the layout open. Every wall is framing, drywall, and finishing. Fewer partitions, lower cost.
